2008 - ISRA Plant Cessation With Site Remediation And Historic Fill

Initially hired to prepare GIN and Preliminary Assessment filings in compliance with ISRA requirements, several areas of environmental concern triggered a Geoprobe based Site Assessment.  A few of the machine tools were observed to be leaking into concrete floor expansion joints.  Soil samples confirmed impact to soils beneath the concrete floor.  ANCO performed soil remediation work during plant operation hours, extracting 80 tons from two areas.  ANCO then filled, compacted and restored all concrete surfaces to specification.  A review of historic topographic maps revealed imported fill, which was probed and mapped during an on-site visit by Bill Goodman and Josh Gradwohl, the NJDEP case workers.  Abandoned septic tank closure at the two involved lots completed the project.  The project was initiated in Dec. 2007 and the NFA determination was issued in Jan. 2009.

2001 - WWII Era Machine Shop Contamination Discovered During Redevelopment

DETAILS:

During the course of excavating footings for a parking garage, highly odiferous soils, along with metal shavings, were encountered at a location immediately next door to a day care center.  The next day free product, determined to be cutting oil, was observed pooling in the excavation.  Historic aerial photos plus Sanborn Maps revealed the metal working history of the site.  Apparently metal cuttings were simply discarded out the rear door and used to fill in a low spot, leaching PAH compounds and metals became the secondary problem, revealed through the course of the ensuing groundwater investigation.  Enhanced fluid recovery through monitor wells with an interceptor trench was the means by which hydraulic control was maintained.  A total of 860 tons of material was excavated from this site which received an NFA letter on January 5, 2009

2000 - Former Oil Terminal Demolition And Remediation And CEA Management

DETAILS:

ANCO was retained in 2001 to address any NJDEP requirements needed to prepare the former Shiable Oil Company site for site redevelopment as a township firehouse.  While the tanks had been removed, and a limited amount of soil remediation work was performed by another environmental company, the site was still heavily contaminated with heating oil and gasoline.  Free Product was found beneath site structures and floating on the water tale.  ANCO demolished the structures, removed a significant quantity of asbestos containing material, excavated 350 tons of contaminated soils, then performed open pit free product extraction. ANCO installed six monitor wells, implemented a detailed multiple monitor well based Remedial Investigation Workplan, and performed an ecological receptor evaluation which resulted in the issuance of a classification exemption area with an eight year duration.  The project is currently up for its biennial recertification, and is under directive for continued investigation.  The project is ongoing.

   

PROJECT:

1997 – Newark Airport Site Underground Storage Tank Dispensing System Replacement

DETAILS:

ANCO was hired to upgrade an existing regulated underground tank and fuel dispensing system located along the service runway at Newark Airport.  The existing concrete pad was carefully saw cut and demolished to protect existing electrical conduits.  Sheet shoring was installed all around the tanks.  Two existing 10,000-gallon tanks needed to be upgraded with fill and overfill protection devices, as well as leak detection instrumentation.  The scope of work was expanded to include replacing the submersible pumps then single wall piping with double walled fiberglass pipe terminated inside new piping sumps.  Heavy duty manholes were set over the sumps.  Leak detection and overfill instrumentation was installed inside weather proof enclosures.  Finish work included lighting stantions and fixtures, concrete islands, bollards, and new 12” thick reinforced concrete pads.  Island work includes high hose masts, retrievers, breakaway and filters on dispensers, fire extinguishers, 1,000 watt halogen lights, electrical work, bollards, forms and concrete finish work.

1996 – Airport Spill Response Then Fuel Depot Engineering And Permitting

DETAILS:

A 15,000-gallon AST used for jet fuel (kerosene) developed a leak which traveled through stormwater culverts to sensitive off-site receptors.  ANCO responded to the emergency discharge call, stopped the leak, provided temporary fuel storage, built a large canopy over the affected area for hydraulic and rainwater control, then remediated the site.  The discharge was sizable, generating over 1,000 tons of contaminated soil and requiring a groundwater investigation.  ANCO was then engaged to design, engineer and obtain permits for an above ground fuel depot for the storage of jet fuel; aviation gasoline and regular gasoline.  The three tank AST farm was designed with a 60,000 gallon capacity.  Design features included fire suppression, vapor and liquid level sensing and bulk overhead dispensing.  ANCO handled municipal and county permitting which involved obtaining Planning Board Approval through the course of multiple meetings.  The project was put out to bid, and ANCO was involved in vendor selection plus final project inspection. The spill case is still open pending comingled plume differentiation and litigation.

DETAILS:

Designed and installed 20,000 gallon multi-compartment precast storage tank pump and piping system. ANCO specified system components including vapor and liquid level sensors, leak detection and fire control solenoid valves which tied into a master control panel. Additional features included explosion proof lighting, ventilation and power instrumentation. ANCO obtained municipal permits. This construction project started as a regulated tank removal involving 3 large tanks. The client manufactures a solvent based product and 10,000 gal Naphtha tank had leaked. Groundwater was affected, and proximity to structures limited ability to thoroughly clean up the site, therefore a CEA was secured in 1999. A 7 monitor well groundwater delineation project was undertaken to fully define site hydrology. Fate and transport projections were presented and a CEA was secured in 1999.

Design and upgrade three 10,000 gallon gasoline fiberglass tank systems and replace the waste oil tank with a double wall system. Design work included subsurface groundwater evaluation and permeability study. Saved client thousands by proving receptor monitoring was not feasible. In-tank continuous statistical monitoring was approved and tied into Veeder Root TLS 350 inventory/monitor system. All electric work and system calibration was included in ANCO’s installation. Final report included full environmental site assessment on waste oil tank replacement

ANCO designed and installed two precast concrete 20,000-gallon tank vault systems, with doors, interior stairs, piping and monitor system instrumentation.  The vaults were manufactured in “clam shell” sections with a waterstop keyway.  The vault measured 40’ long x 12’ x 12’.  20,000 gallon 10.6’ diameter Highland tanks were installed prior to placing the top shell.  The double walled Conley piping system plus power and sensing electrical conduit was installed inside 200 feet of 3' x 4' precast concrete box culverts that crossed under roadways and railroad crossings. ANCO drove sheet shoring to support railway crossing during construction.  Finished work inside the vaults included explosion proof lighting, ventilation, vapor, liquid level sensing and leak detection instrumentation.  Outside the vaults finishing improvements included bollards, guardrail, grating over the culverts and asphalt roadway replacement.

1991 – Leaking #6 Oil Underground Storage Tank Removals And Soil Remediation

DETAILS:

Removed several large #6 and #4 oil leaking underground storage tanks from a congested plant in an urban setting.  ANCO excavated over 2,000 tons of impacted soil for ex-situ remediation then designed and installed free product recovery trenches to intercept and collect oil, then installed a vacuum pump extraction system installed inside large diameter recovery wells, located at the juncture of the recovery trenches.  ANCO’s crews performed site restoration work including storm sewer line replacement, then sidewalk, curbing and roadway replacement.

DETAILS:

One of ANCO’s earliest projects ANCO assisted with the design and specification for the upgrade of one 6000 gallon USTS and the installation of the replacement 6000 gallon tanks all used for the storage of emergency power generator fuel. Double walled piping was installed with a liquid sensing system that tracks sump and piping leaks. ANCO plumbed in a fuel circulating and clean fuel unit. One tank was found to be leaking. ANCO coordinated and performed all soil cleanup activities.
