2008 - FEMA Emergency Power Generator Tank Farm Design, Replacement And Remediation

ANCO had replaced the three original tanks, found to be leaking, in 1990, however following a NJDEP inspection, the leak detection system and the spill containment manholes needed to be replaced in 2008.  ANCO’s scope of work included closing out the 1991 spill case, which involved impacted soil and groundwater.  Updated data review revealed no continuation of exceedences observed in 1991.  ANCO handled all aspects of this drawn-out project including tank farm design and construction, contaminated soil digout, excavation dewatering, installation of four monitor wells, groundwater sampling and NJDEP reporting.  Electro-mechanical work included plumbing tank manifolds to fuel purification and pumping systems, installation of interstitial leak detection and overfill sensing system for the tanks.  ANCO also installed a cathodic protection system for the tanks and piping.

2008 - DPW Yard Oil Storage Tank Replacement And Remediation

DETAILS

ANCO has performed several projects over the years for Harding Township.  Most have been petroleum site remediation involving soil and groundwater.  This project at the Department of Public Works yard involved the replacement of a 1,000-gallon underground tank with a double walled above ground steel tank.  The new tank was anchored to a new concrete pad, ad it was piped to the oil burner.  Instrumentation included high level alarm and interstitial leak detection.  The UST was found to have  small leak with oil concentrations in the soil less than the soil remediation limit, however the leak was reported to the NJDEP and a Remedial Investigation Report was submitted to the NJDEP.

2008 - Cathodic Protection System Installation For Three Regulated UST’s

DETAILS:

During integrity testing of four large double walled UST’s varying in size from 5,000 to 25,000 gallons, the owner discovered the tank-to-soil potential returned at less than -0.8 volts as determined by readings referenced to a copper-copper sulphate cell.  All the tanks had readings indicative of an advanced rate of corrosion.  The tanks were reported to be less than 15 years old, therefore ANCO proposed the installation of two to four magnesium anodes for each tank.  ANCO saw cut surfacial concrete and excavated to the top of each end of each tank.  Anodes were placed, then grounded to strategic connection points.  Test leads were extended to the surface to enable simple annual cathodic system retesting.  ANCO verified voltages were now in the correct range, then arranged a re-test of the tanks.  All the tanks passed.

2002 - Emergency Spill Response Due To Truck Overturn Into Pond At County Park

DETAILS:

An 80,000 lb. truck ran off the road into a small pond at the Watchung Reservation.  The contents of his saddle fuel tanks quickly leaked into the otherwise pristine ecological receptor.  ANCO boomed the spill utilizing boats and skimmed the oil off the water surface, first with oil absorbent spill pads, then with compressed air plus vacuum trucks to extract free product.  The truck had crashed through a guardrail thusly ripping fuel lines thereby affecting soils.  ANCO’s wide track excavator was utilized to dig silty organic surfacial soils from the affected bog.

1997 – Newark Airport Site Underground Storage Tank Dispensing System Replacement

DETAILS:

ANCO was hired to upgrade an existing regulated underground tank and fuel dispensing system located along the service runway at Newark Airport.  The existing concrete pad was carefully saw cut and demolished to protect existing electrical conduits.  Sheet shoring was installed all around the tanks.  Two existing 10,000-gallon tanks needed to be upgraded with fill and overfill protection devices, as well as leak detection instrumentation.  The scope of work was expanded to include replacing the submersible pumps then single wall piping with double walled fiberglass pipe terminated inside new piping sumps.  Heavy duty manholes were set over the sumps.  Leak detection and overfill instrumentation was installed inside weather proof enclosures.  Finish work included lighting stantions and fixtures, concrete islands, bollards, and new 12” thick reinforced concrete pads.  Island work includes high hose masts, retrievers, breakaway and filters on dispensers, fire extinguishers, 1,000 watt halogen lights, electrical work, bollards, forms and concrete finish work.

1996 – Airport Spill Response Then Fuel Depot Engineering And Permitting

DETAILS:

A 15,000-gallon AST used for jet fuel (kerosene) developed a leak which traveled through stormwater culverts to sensitive off-site receptors.  ANCO responded to the emergency discharge call, stopped the leak, provided temporary fuel storage, built a large canopy over the affected area for hydraulic and rainwater control, then remediated the site.  The discharge was sizable, generating over 1,000 tons of contaminated soil and requiring a groundwater investigation.  ANCO was then engaged to design, engineer and obtain permits for an above ground fuel depot for the storage of jet fuel; aviation gasoline and regular gasoline.  The three tank AST farm was designed with a 60,000 gallon capacity.  Design features included fire suppression, vapor and liquid level sensing and bulk overhead dispensing.  ANCO handled municipal and county permitting which involved obtaining Planning Board Approval through the course of multiple meetings.  The project was put out to bid, and ANCO was involved in vendor selection plus final project inspection. The spill case is still open pending comingled plume differentiation and litigation.

Designed and installed 20,000 gallon multi-compartment precast storage tank pump and piping system. ANCO specified system components including vapor and liquid level sensors, leak detection and fire control solenoid valves which tied into a master control panel. Additional features included explosion proof lighting, ventilation and power instrumentation. ANCO obtained municipal permits. This construction project started as a regulated tank removal involving 3 large tanks. The client manufactures a solvent based product and 10,000 gal Naphtha tank had leaked. Groundwater was affected, and proximity to structures limited ability to thoroughly clean up the site, therefore a CEA was secured in 1999. A 7 monitor well groundwater delineation project was undertaken to fully define site hydrology. Fate and transport projections were presented and a CEA was secured in 1999.

Design and upgrade three 10,000 gallon gasoline fiberglass tank systems and replace the waste oil tank with a double wall system. Design work included subsurface groundwater evaluation and permeability study. Saved client thousands by proving receptor monitoring was not feasible. In-tank continuous statistical monitoring was approved and tied into Veeder Root TLS 350 inventory/monitor system. All electric work and system calibration was included in ANCO’s installation. Final report included full environmental site assessment on waste oil tank replacement

Installation of two 8,000 gallon double walled fiberglass coated steel tanks with anchor system, two islands, submersible pumps, four nozzles, double walled piping, electronic Veeder Root TLS 350 inventory reconciliation and monitor system. All concrete finish work, electrical and lighting included. ANCO performed all phases of this job

1992 – Microwave Transmitter Emergency Generator Tank Replacements

DETAILS:

Removed several sizable leaking USTs from mountain top microwave transceiver facilities in Green Pond (Rockaway Township) and Vernon Township, Sussex County, NJ.  ANCO stockpiled the contaminated soil then returned shortly later for loading and disposal.  ANCO supplied temporary fuel storage tanks during the course of the job.  The projects involved the installation of double walled AST systems with capacity from 1,000 to 4,000 gallons.  ANCO installed piping banks, connections made through leak and fire detection solenoid valves. Finishing work included asphalt, bollards, guardrails and overfill instrumentation.

DETAILS:

One of ANCO’s earliest projects ANCO assisted with the design and specification for the upgrade of one 6000 gallon USTS and the installation of the replacement 6000 gallon tanks all used for the storage of emergency power generator fuel. Double walled piping was installed with a liquid sensing system that tracks sump and piping leaks. ANCO plumbed in a fuel circulating and clean fuel unit. One tank was found to be leaking. ANCO coordinated and performed all soil cleanup activities.
