Residential Remediation Urban

PROJECT:

2008 - Time Of Essence Urban Site With Foundation Underpinning And Bioremediation

SITE:

Jersey City, Hudson County, NJ, ANCO Project #14831- RW

CLIENT:

Travelers Insurance

OVERSIGHT CONSULTANT:

None – See attached letter of recommendation

PROJECT VALUE:

$121,000

DETAILS:

With a mortgage commitment about to expire, ANCO underwrote project financing to enable rapid job progression anticipating payment from the property transaction.  Groundwater impacted with a ¼” free product layer was encountered at 11’ thereby triggering homeowners liability coverage.  ANCO deployed a FRAC tank with automatic pumps to establish hydraulic control.  The plume extended from the curb to just beneath the foundation at this tight 18’ wide urban ‘walk up’.  The stairway to the second floor and the sidewalk were removed to enable removal of the entire front yard.  Two concrete filled sonotubes were set on bedrock and utilized to support the foundation.  A down gradient sentinel well was installed to determine remedial effectiveness while oil metabolizing microbes were broadcast across the base of the excavation.  ANCO backfilled then restored sidewalks and the stairway before the mortgage expiration date.

PROJECT:

2008 - Multiple Insurance Companies Third Party Liability LUST Remediation

SITE:

Bogota, Bergen County, NJ, ANCO Project #15029-RW

CLIENT:

Farm Family Insurance and Peerless Insurance

OVERSIGHT CONSULTANTS:

First Environment, 973-334-0003 and ECC Horizon, 973-989-8010

PROJECT VALUE:

$140,000

DETAILS:

The badly leaking 550-gallon UST was removed by another company in the Spring of 2008.  The homeowner had no available funds, yet one insurance carrier indicated a willingness to cover 25% of project costs following groundwater impact confirmation by First Environment.  ANCO provided project funding with zero outlay by the homeowner.  Soil lithology included a coarse sand lens at the water table interface, enabling transport of contaminant over the 50’ distance to the property line.  Leading edge plume forensic dating revealed the leak started ten years prior to discovery. This brought in Peerless Insurance and opened the subrogation claim. ANCO handled all aspects of remediation, delineation, and groundwater investigation leaving the consultants to gather information and interpret data then recommend proportional contribution.

PROJECT:

2006 - Active Leaking Underground Oil Tank With Offsite Contamination

SITE:

Nutley, Essex County, NJ, ANCO Project #13170-RW

INSURANCE COMPANY:

Highpoint Insurance Co.

OVERSIGHT CONSULTANT:

Engineering and Land Planning Inc., 908-238-0544

PROJECT VALUE:

$64,000

DETAILS:

This high water table site was an obvious candidate for third party liability coverage, however following two days of contaminated soil digout and impacted groundwater pumping, it became apparent that the oil had reached the property line.  ANCO had previous dealings with this consultant and immediately offered our Geoprobe to delineate the plume.  Timely results enabled fast project continuation, leading to an insurance coverage commitment.  This upheld the pending real estate transaction, providing confidence to the buyer that any future costs associated with the cleanup would be covered.  The full Remedial Action Report was finished within ten months of the start date.

PROJECT:

2006 - Residential Tank Removal Affecting Right Of Way, Site Decontamination And Groundwater Monitoring

SITE:

Maplewood, Essex County, NJ, ANCO Project #12780-RW and #13149-RW

CLIENT:

Selective Insurance

OVERSIGHT CONSULTANT:

Core Environmental, 973-300-9600

PROJECT VALUE:

$36,000 and $18,000 respectively

DETAILS:

Performed the removal of two leaking 1,000-gallon underground storage tanks. ANCO worked closely with Selective Insurance Company's environmental consultant to determine if post-excavation soil sample results would demonstrate off site contamination. When these samples revealed that contamination did not spread onto the neighbor's property, an investigation was performed in which was discovered that part of the tank and contaminated soil were in a municipal right of way. Insurance coverage was then issued for the first site.  Both sites had shallow bedrock and NJDEP required formal groundwater investigations.  ANCO made arrangements for an air rotary drill rig and both sites were drilled in a single day, reducing costs.

PROJECT:

2005 - Residential High Rise 10,000-Gallon Tank Replacement And Extensive Deep Soil Remediation

SITE:

Montclair, Essex County, NJ, ANCO Project #11550-RW

GROUNDWATER HYDROGEOLIST:

Klepp Environmental, 908-704-0440

PROJECT VALUE:

$267,000

DETAILS:

ANCO was referred by a tank testing company because the tank failed an integrity test.  The first step was to isolate the tank and re-test, however once the oil lines were exposed a significant amount of free product was discovered surrounding the tank.  While the tank itself had corrosion holes, the cause of this large discharge turned out to be the oil lines.  The tank had been replaced in the 1970’s, but the oil lines were original.  Connections between oil line sets were improperly made resulting in accelerated corrosion.  The resulting leakage was extensive, and penetrated to depths of 25’.  ANCO installed a new double walled tank system with anchoring, new oil lines and a leak detection system.  Over 1,000 tons of soil was excavated. Klepp Environmental Hydrogeologists handled deep groundwater impact, and complete the groundwater phase.

PROJECT:

2005 - Bioremediation For Commingled Contamination Sources In Very Tight Urban Setting

SITE:

Hoboken, Hudson County, NJ, ANCO Project #10622-RW

CLIENT:

Chubb Insurance

OVERSIGHT CONSULTANT

Baron, Rana, Uhl and Associates, 609-397-9161

PROJECT VALUE:

$143,000

DETAILS:

Oil contamination from leaking UST commingled with oil from a neighbor's leaking UST. A pneumatically controlled free product skimming system was installed to remove the 9" floating free product layer. This was followed by use of a peatwick absorbent system. Weekly, the biweekly, then monthly peatwick element change-outs satisfied NJDEP corrective measure implementation requirements yet limited treatment to small area without influencing/disturbing nearby plumes. While alternative remedial approaches (i.e., EFR or pump & treat) would have more quickly  remediated the site, project duration was less a factor than exceeding policy limits, therefore this approach was deemed the most viable until the third year when the homeowner became impatient.  ANCO then obtained a permit-by-rule for the application of oil metabolizing microbes and surfactants.  The excavation was reopened, environmental damages caused by the neighboring tank were sequestered and assessed and the site was restored to its original condition.  NFA was issued in October 2008.
